csic chairman hu wenming has been to dsic for a special research from sept. 6 to 7, stressing that construction be well organized, responsibility be fulfilled, quality be focused on, and design be intensified so as to ensure various tasks for military project, scientific research and production to accomplish in safety and with high quality.
hu wenming and his party have gone deep into work site, knowing project progress in detail, chatting with site staff, listening to relevant reports, having panel discussions with dsic leading team and technical experts, studying existing issues, and deploying following work.
hu points out that confidence should be firmed to ensure the overall goal to achieve. no neglect and laches are allowed for military project, scientific research and production, with high senses of responsibility and urgency to be run through real practice. significance, difficulty and complication of engineering development should be fully realized while ultra significance of quality work being done the same. relying on earnest, carefulness and trace, we should focus on quality at different tiers, levels and links with strict requirements and management, and never be afraid of offending others in quality issues.
hu requests dsic to organize meticulously and fulfill responsibility so as to ensure the annual task to accomplish. heads at different units and levels, and top management in charge should bear true responsibilities, dividing up their forces for due performance respectively under responsibility, on responsibility and for responsibility. a thousand times of mobilization can’t do better than accountability once, so we should put into practice various requirements put forward at the equipment working meeting and corporate quality meeting so as to truly set up the accountability system. meanwhile, high attention should be paid to ensuring safety of military project, scientific research and production. well planned and closely linked with each other, an organic dynamic planning system should be configured, where such a plan is the law for projects. we must be strict in putting the plan in place with strict implementation, strict assessment and strict accountability.
hu stresses that we should conduct positive study on key technologies and workmanship to devote great effort to improve our design level. design is the root cause in affecting efficiency, especially for initial products. if design issues can’t be resolved radically, it will be an empty talk on quality control and quality cost management. also, if design is poor, production arrangement is difficult to improve, where rework, waste work will show up with cost to go up undoubtedly in the course of construction. design input must be intensified, including human input, to set up relatively steady design team and increasingly boost their design and technological level. we shall raise our automatic and digital level by integration of design & construction technology and software platforms, make up our mind in doing well in unification of software platforms, and striding for the goal of smart factory.
hu also indicates, skeleton teams of migrant workers should be stabilized by shipyards, with a highlight in post, but attenuation in standing to divide post contracts and labor contracts apart in accordance with relevant laws and rules and regulations, where labor service companies conduct labor management while post incorporating into shipyard production management system, which can not only ensure quality effectively, but help lower down cost.
